is pleased to notify, the Industrial Policy of 1997
of the State of Meghalaya as below

With a view to take advantage
of the liberalised economic scenario
in the country, and also to keep pace with developments
in the national industrial sector, Government
of Meghalaya has decided to frame a new industrial
policy. The objectives of this new policy are as follows
:

frame a new industrial policy. The objectives of this
new policy are as follows :
Generate
employment opportunities for the local people in the
industries and allied sectors.
Develop human resources
and bring about improvements in the quality
of life by promoting industries
in sectors where the state has comparative
advantage.
Achieve a balanced
and growth oriented development covering the
entire state through promotion of
village and small scale industries.
Create a conducive
environment for industrial development by creation
of the basic infrastructural facilities and
by setting up of industrial areas,
growth centre and export
promotion industrial park.
Encourage the
setting up of selective
medium and large industries by
utilising the resource base of the state thereby
ensuring sustainable industrial
growth but compatible with ecological
imperatives and hence encourage
positive efforts towards the regeneration
of the environment.
Provide
preference to local Entrepreneurship in setting up
of large, medium and small scale units.
Promote local interests
through Joint ventures with external investors so
as to facilitate technology transfer
and capital flow by a package of suitable
incentives.
Encourage need -
based development of local entrepreneural
skills through intensive motivation
and training programmes at district, sub -
divisional and block levels.
Provide
guidance to prospective entrepreneurs by building
up a data bank of project- profiles and other connected
information.
Simplify rules and
procedures by providing a single - window clearance
facility at the District Levels
for the small scale sector and at
the State Level for medium
and large scale industries.
Promote
the setting up of ancillary units for catering to
the requirements of large and medium scale industries.
Identify
sick units that can be made viable and
provide a comprehensive package of assistance for
their revival.
Promote
and encourage high-value, low-volume products,
in view of the ansporation-bottlenecks in the State.
Encourage
setting up of export-oriented, Agro-based, Mineral-based,
Horti-cultural based and Electronic units as thrust
area.
The Information Technology policy
clearly indicates the vision, mission, objectives, and
strategies and plans to leverage I T to the extent possible,
in the present context of new economy and millennium,
for the growth and benefit of the people in the state.
In order to actualize the vision and to leap frog the
various stages of development, the Governments
thrust is to make Information Technology the vehicle
for growth, that will enable the entrepreneurs, citizens,
businesses, academicians, students and others in Meghalaya
to reach their highest potential.
Tourism development is as significant
to Meghalaya, as it has been in the other more progressive
States of India where it has grown into a promising
industry. In this context, Tourism can, therefore, be
considered to be the gateway to economic development
of the State.
Meghalaya offers enormous potential
for employment and economic growth by utilizing the
natural attractions like landscapes, mountains and peaks,
beaches, rivers, waterfalls, flora and fauna. It also
applies to a multitude of man-made attractions like
monuments, places and unique rural and city environment.
To overcome the over-growing
unemployment, the Government has attached more importance
in the tourism industry. Meghalaya has an edge over
other tourist centres in the Northeast as it has unique
blend of different cultures, congenial climatic conditions
and better infrastructures for setting up of tourism
related activities.
During the last twenty years,
Government has made several attempts to develop Industries,
encourage agricultural and other related activities
in efforts to create employment. Unfortunately, the
impact has not been as desired as there is no viable
industrial base and even in the Tourism Sector; infrastructure
so developed has been in an unorganised manner without
any concise plan and sense of direction.
The Meghalaya Tourism Policy
- 2001 has been formulated to attract more tourists
from India and abroad and at the same time allow benefits
to reach the grassroots of the populace thereby mitigating
innumerable interlinked problems being faced presently.
With a view to secure wide publication
publicity and coverage of all concerned sections of
the population, through an integrated arrangement for
the issue of Government advertisements, the Governor
of Meghalaya is pleased to specify, that with immediate
effect.
