Introduction

The Budget Session, 2011 of Parliament which commenced on Monday, the 21st February, 2011 has been adjourned sine die on Friday, the 25th March 2011.

Addressing a press conference in New Delhi today, the Union Minister for Parliamentary Affairs, Science & Technology and Earth Sciences Shri Pawan Kumar Bansal said that as per the original schedule of the Budget Session, 2011, both the Houses were to adjourn for recess on Wednesday, the 16th March, 2011, to reassemble on Monday, the 4th April, 2011 and to conclude on Thursday, the 21st April, 2011. However in view of the Election Commission having announced dates of elections to the five State Legislative Assemblies viz. (i) Tamil Nadu, (ii) Kerala (iii) Puducherry, (iv) Assam and (v) West Bengal, leaders of various political parties/groups in Parliament demanded that the Budget Session be re-scheduled to enable them to participate in the election campaign.

“Accordingly, it was mutually agreed between Opposition and Government to reschedule the Budget Session, 2011 of Parliament to conclude on Friday, 25th March, 2011 after completing all the essential financial business. The revised schedule provided a total of 23 sittings as against 29 sittings scheduled earlier”, Shri Bansal informed.

The Minister recounted that the Budget Session, 2011 being the first Session of the year, the President addressed both Houses of Parliament assembled together in terms of Article 87(1) of the Constitution on 21 February, 2011. Motions of Thanks on the President Address, moved by Shri P.C. Chako and seconded by Shri Manish Tewari in the Lok Sabha; and moved by Shri Janardhan Dwivedi and seconded by Ms. Jayanthi Natarajan in the Rajya Sabha, were discussed and adopted by the two Houses during the Session.

The Railway Budget for 2011-12 was presented to Parliament on Friday, 25 February, 2011, the Economic Survey on Friday, 25 February, 2011 and the General Budget for 2011-12 on Monday, 28 February, 2011. General discussions on the Railway and General Budgets were held in both the Houses. The Lok Sabha also discussed and voted the Supplementary Demands (General) and Supplementary Demands (Railways). Appropriation Bills relating to these Demands were introduced, considered and passed by Lok Sabha. These Appropriation Bills were subsequently considered and returned by the Rajya Sabha.

Demands for Grants relating to the Railways were discussed and voted and the related Appropriation Bill was passed by the Lok Sabha and subsequently returned by the Rajya Sabha. During this Session, the Lok Sabha and Raya Sabha also considered and adopted a Resolution regarding recommendations of Railway Convention Committee relating to dividend to be payable to the Central Revenues.

Demands for Grants under the control of the Ministries of Rural Development, External Affairs and Mines were discussed and voted by the Lok Sabha. The Demands for Grants of the remaining Ministries/Departments which could not be discussed were put to the vote of the House and were voted in full on Thursday, 17 March, 2011. The Appropriation Bill relating to the Demands for Grants (General) for 2011-12 was also introduced, considered and passed by Lok Sabha and subsequently returned by the Rajya Sabha. During this period, the Rajya Sabha discussed the working of Ministry of Minority Affairs. The two Houses also considered and passed/returned the Finance Bill, 2011. Besides, three short duration discussion in Lok Sabha and one in Rajya Sabha were discussed. Three Calling Attentions in Lok Sabha and two Calling Attentions in Rajya Sabha were held. Two Half-an-Hour discussions were also held in Lok Sabha

Shri Pawan Kumar Bansal also informed that during the Session, 14 Bills (11 in Lok Sabha and 3 in Rajya Sabha) were introduced and a total of eight Bills were passed by both Houses of Parliament. The list of Bills introduced/ passed is as follows:
