Portal on Rajiv Gandhi Grameen Vidyutikaran Yojana Launched
Union Minister of Power,
Shri Sushilkumar Shinde today launched the web portal on Rajiv
Gandhi Grameen Vidyutikaran Yojana, RGGVY, a component of
Bharat Nirman, which aims at creation of rural electricity
infrastructure and household electrification with 90% percent
grant from government of India and 10% loan from Rural Electrification
Corporation (REC) and also at electrifying all villages and
habitations, providing access to electricity to all rural
households, and providing electricity Connection to Below
Poverty Line (BPL) families free of cost.
The website www.rggvy.gov.in
conceptualized by the Ministry of Power and REC, has been
designed, developed and hosted by National Informatics Centre
(NIC). The website (both in English and Hindi) aims at bringing
the static as well as dynamic (progressive) information related
to the RGGVY into public domain to promote transparency as
well as to provide a platform for active public feedback and
participation to help facilitate an efficient, effective and
responsive implementation of the scheme.
The Minister of State for Power and Commerce,
Shri Jairam Ramesh, Secretary, Ministry of Power, Shri Anil
Razdan and CMD, REC, Shri Uma Shankar were also present on
the occasion.
The website provides useful information
regarding the RGGVY since its inception in the 10th Plan and
its subsequent evolution to its current form. The information
includes the scheme at a Glance, RGGVY in 10th Plan and 11th
Plan, Franchisee System, Milestones Monitoring, Implementing
Agencies and various downloadable documents.
A Web Based Management Information System
(MIS) has been designed, developed and implemented to help
capture village level data on the coverage/ progress details
of the scheme from the field-level offices of the implementing/execution
agencies at remote locations and generate the required reports
for monitoring and review at various levels. This system has
also been integrated with the website and is accessible only
through authenticated Login-Ids. The designated users from
Districts, States, Implementing Agencies can log on to MIS
and enter/update/verify the village level electrification
targeted data and completion data. So far data on around 82000
un-electrified villages targeted for electrification along
with a list of 37000 un-electrified villages that have been
electrified under the programme have already been entered
in the Web Portal. Based on this data, reports on the following
are made available to the public through this website for
active involvement of stake holders in the effective implementation
of RGGVY
a) List and snapshots of villages targeted
for electrification/intensive electrification under RGGVY
as per the detailed projects reports.
b) List of the un-electrified/de-electrified
villages (District/Block-wise) where the electrification works
are completed under RGGVY.
c) State / District level proposed coverage
of villages and BPL households as per the DPR¡¦s,
Physical & Financial Progress based on District Level
Aggregated Data
Apart from the above, the website also
provides yet another important facility in the form of Public-Forum
wherein the public can post their feedback (observations comments/suggestions)
about the scheme and its implementation. Implementing Agencies
can in turn respond to these comments/suggestions (using their
Login-Ids.) and the same can also be viewed by the public
through this website.
A total of 551 projects have been approved
so far for implementation in the 10th plan and 11th plan at
an estimated outlay of Rs 25275 Crore to electrify about 1.15
un-electrified villages, intensive electrification in 3.46
lakh already electrified villages and electrification of 2.43
Crore BPL households free of cost.
