Need
For New Policy Guidelines
The Government of Himachal Pradesh is fully aware
of the need to create a congenial industrial climate conducive for speedy industrial
growth, as also to further consolidate and strengthen the advantages that the
state offers for rapid industrialisation.
Through the successive industrial
policies and other investor friendly measures, the state
has been striving to accelerate the flow of investment
into industrial sector. It has also been extremely conscious
about attracting more investment into the backward areas
with the aim of achieving equitable development of the
state. The policies pursued by the state have resulted
in promoting investment in general, diversification
of industries and generation of employment opportunities.
The state has capability now to sustain long term growth
of industrial development. There is a need for structural
change in the economy, with diversification of the primary
agricultural sector and the contribution of the industrial
sector growing substantially, to take a comparatively
significant place in the state's overall economy.
The biotechnology policy for Himachal
Pradesh was formulated in June, 2001 with a mission
"Impetus to economic development of the State through
promoting diversified farming of high value cash crops,
conservation and commercial exploitation of bioresources
and promoting entrepreneurship in biotechnology-based
industries in the State".

Recognising the enormous potential of IT, the Himachal
Pradesh Government has chalked out a multi-pronged strategy
to herald the benefits of this technology for its citizens
and for the state as a whole. Accordingly, the state
government has created an IT friendly environment for
integrated participation by all in the development process
of the new digital economy. This journey into the information
age has brought improvement in the quality of every
aspect of human life, emergence of a competitive society
and a vibrant economy of new age technologies through
transparent governing systems, sound infrastructure
and skilled human resources.
The Government has announced an
important Package aimed at attracting investment in the tourism sector so that
over 1 lakh jobs are created. A 10 year tax holiday for entertainment units has
been announced. The attraction of the State is tribal areas, pilgrim centres,
mountaineering a winter sports. Deferred payment of luxury tax on now hotels and
tourism units has been announced by Government.

for private sector participation have been spelt out. These include:
Investment
in HRD, setting up of hotels and tourism services.
Facilities such as
amusement parks, ropeways herbal gardens, health resort etc. A special incentive
package has been proposed for development of satellite town & Cyber City with
investment for Rs. 100 crores by NRIs and foreign investors.
With
a view to promote new unexposed of the State, HPTDC is going to set up its complexes
of Keylong, Kaza, Sangla, Shoja, Kalpa, Khadrala, Kharapathar, Chindi Bharmour,
Chanshal and Naggar castrel. To encourage the private entrepreneurs, the Department
of Tourism has selected various sites all over the State, which will be offered
to these entrepreneurs in private sector. Similarly, the Department of Tourism
and Civil Aviation, Himachal Pradesh has identified twelve potential places for
setting up of aerial ropeways in the State of Himachal Pradesh.
The
Department of Tourism is providing training in various adventure sports activities
in the Pradesh, like water sports, paragliding, River Rafting, Trekking guide
E.D.P's are being conducted in various parts of the State for encouraging local
youth to take up tourism as profession.
With a view to focussing attention in developing
infrastructural and social projects within the given time frame, the State Govt.
has decided to develop the corridor between Ponda running all along the periphery
of the State boundary to Sansarpur. Terrace, by creating a good road net work,
power transmission and distribution network, communication and social services
network to facilitate industrial and commercial activities. It is planned to develop
the Baddi-Barottiwala corridor into a Model Industrial Township.
The
State Govt has formulated draft new township policy with the following objectives:
For
developing new towns a list of potential sites, land available, surveys, land
values, ensure availability of water supply and other infrastructure.
A
perspective infrastructure development plan for next 20 years. The five year plans
can be dove tailed to focus on physical infrastructure of power, roads, telecom
and industrial parks apart from the social infrastructure of townships with superior
facilities of health, education, water supply, housing, recreation and crating
human resource development.
Priority would be given to
upgrade the quality of link roads upto the highways.
