Industrial Policy, 2005 lays
down that the objective of industrial and economic growth
shall be achieved, amongst other factors, by encouraging
public private partnership in infrastructure projects.
In particular, development of industrial infrastructure
with private sector participation has been emphasized.
So far, the task of development of industrial infrastructure
viz, Industrial Estates has been entrusted to Haryana
State Industrial Development Corporation (HSIDC). This
Corporation has developed industrial areas of over eight
thousand acres at different locations in the State.
This also includes two growth centers at Bawal and Saha
and an Industrial Model Township at Manesar (Gurgaon).
Haryana is fast emerging as
one of the most favoured investment destinations in India.
The globalization of markets and a buoyant economy have
given a tremendous impetus to the industrial sector in
Haryana, which already has a competitive advantage in
terms of fortuitous location, basic infrastructure, a
large, skilled and young workforce and an enabling Industrial
Policy. In this scenario, Industrial Relations are poised
at the threshold of a new era in which an increasingly
dynamic balance has to be continually evolved between
capital and labour, towards productive efficiency with
social justice. The Central Government has also been emphasizing
the need for reorienting labour policies in
line with the newly emerging economic scenario.
Information Technology (IT) would have a prominent
and progressive role in the new millennium as the single most important enabler
for improving efficiency and effectiveness in organisations. The State Government
recognises the role of IT as an effective tool in catalysing economic activity,
in efficient governance and in developing human resource. This policy seeks a
deep impact initiative by the State Government in encouraging replacement of traditional
delivery system of public services by IT driven system of governance that works
better, costs less and is capable of serving the citizens needs with ease.
A high degree of public satisfaction through transparent and efficient functioning
of public domain activities would be at the focus of IT initiative. Application
of sunrise technologies in transition to a knowledge based society, providing
equal opportunity to all in reaping the benefits of development, harnessing vast
potential of human endeavour and enriching quality of life shall provide the long
term underpinning of socio-economic transformation of the State. This policy further
seeks to facilitate private domain initiative in e-transition of Haryana by providing
critical infrastructure, systems framework and enabling environment.
Indian economy has indicated trends
of strong growth and if sustained, the country is slated
to move into an orbit of economic upsurge unwitnessed
in the past. The Government of India has taken initiative
to support private effort by further liberalizing EXIM
and FDI regimes to enable growth in all sectors of the
economy. Reforms in the Banking and Insurance sectors,
strong commitment to Agriculture and Social sectors,
focused investments in infrastructure and promotion
of new technologies hold potential of sustaining growth.
Indian economic upsurge has thrown open global opportunities
for businesses to expand taking advantage of an enormous
young workforce, potential of frontier technologies,
national capabilities in assimilation of technological
advancements, and outreach to a strong domestic market.
IP 2005 seeks to capture these opportunities, leveraging
the strengths of the State in agriculture and its established
comparative advantages in manufacturing, for promotion
of investment and taking industry to front ranks of
global competition. This would to be achieved through
creation of an efficient, investor friendly environment
and supported by coordinated development of infrastructure
and sunrise areas. Benefits of a strong growth of economy
are sought to be dispersed across the state and sectors.
The IT Policy 2000 of the State emphasizes
the use of Web Technology to disseminate the information across the world and
to enhance the citizen-IT interface. Also, the Policy recognizes the need of using
Web Potential in bridging the gap between the Government and the Citizen. Therefore,
it has been highlighted that wherever citizen interface is involved, Web enabled
applications will be developed. All public domain information like official gazette
notifications, acts, rules, regulations, circulars, policies and programme documents
would be digitized and made available for electronic access on Web. The NIC has
developed, hosted and maintaining the official website of the State at URL
http://haryana.nic.in. The websites of other departments are also connected
to this website.
The process of developing organization specific
websites has also started and a number Departments, Boards and Corporation and
district authorities have made their web presence. But, this entire effort needs
to streamlined and integrated into a well knit web for the State Government. That
gives impetus to the preparation of a policy for the Website Development, Hosting
and Maintenance.
1. Information
Technology (IT) Policy 2000 and Development of Communication Backbone Infrastructure
in the State.
The State Government recognizes the
role of Information Technology as an effective tool in catalyzing economic activity,
providing good governance, improving the State economy, enhancing the quality
of life and ensuring development with equity. Accordingly the Government of Haryana
has recently announced its comprehensive information technology policy, for an
all-round transformation of the States economy. The policy, further seeks
to facilitate private domain initiative in e-transition of Haryana by providing
critical infrastructure, system framework and enabling environment. The policy
also encourages distance education through use of information technology tools,
information technology-enabled services for providing large-scale employment and
also to take Internet to the villages at the earliest to spur economic growth
in rural areas and to ensure that the benefits of technology percolate down to
the masses.
The
total exports which were of Rs. 4.5 crore in 1967-68 increased to more than Rs.
1800 crore during the year 1994-95, to Rs. 4163 crores in the year 1998-99 to
Rs. 7000 crore in 2001. The main products which are being exported from the State
include motor cars, two wheelers, bicycles, auto-parts, chemicals & allied
products, electrical and electronic goods, handloom and leather goods, scientific
instruments including laboratory equipments, slate stone, readymade garments,
rice, guar gum, pickle, et
More than 600 units of the
State are engaged in the export of goods. The products are exported to more than
70 countries of the world which include USA, UK, France, etc. The range of products
being exported from the State is widening every year and international market
for Haryana's product is expanding
The State Government
is making all possible efforts to promote export and an Export Promotion Board
under the Chairmanship of the Chief Secretary for redressal of the Grievances
has been set up. Proximity to Delhi, which provides crucial national and international
Air Cargo Terminal / Rail Junctions and roads linkages to seaports has been instrumental
in giving a momentum to exports in the State
Haryana has made a significant contribution in agricultural
production in the country. To make further headway in economic front, it has to
concrete on food processing and Agro based industries since it enjoys the natural
advantage of locally available inputs. With this in view particularly having considered
the potential of this industry for diversification and commercialization of agriculture,
employment generation in rural and Urban areas, value addition and export possibilities,
the State has identified the Food Processing and Agro Based Industry as a thrust
area. In Haryana, more than 210 food processing and agro-based industries in large
and medium sector, which have been set up with an investment of and Rs. 1216 crore
and are providing direct employment to over 50,000 persons. A large number of
SSI units have also come up in the State food processing industries. Haryana is
one of the largest exporters of rice, pickles guargum cotton yarn and several
other food products. There are large number of units in the State which are engaged
in manufacturing and export of processed vegetables, noodles, dalia, tomato puree,
fruit juice, confectionery items, soft drinks etc. Food Processed and Agro based
products worth Rs 1,500 crores are being exported annually from the State including
export of pickles worth Rs. 200 crore.
The
Government of India's National Policy on Education, 1986 (modified in the year
1992) is a forthright statement on Education as an empowering agent. The country
has reached a stage in its economic and technical development where a major effort
must be made to derive maximum benefit from the assets already created and to
ensure that the fruits of development reach all sections. The NPE, thus, rightly
identified for focussed attention and intervention, a number of thrust areas which
inter-alia included education for equality at all stages of education, open learning
systems, promoting efficiency and effectiveness at all levels and making the system
work through effective management of education.
The
Central Government while making certain modifications in NPE (1986 ) in 1992 took
a significant decision to direct the State Governments to have their own State
Programme of Action for implementing the thrust areas of the policy in view of
local conditions keeping the spirit of NPE intact. The State of Haryana also devised
its own State POA in 1994. The NPE further provided for a periodic review of the
thrust areas in consonance with the dynamics of education related needs and aspirations
of the populace. Hence the need now to identify new areas of action & take
suitable policy initiatives.
