Bamboo
Policy 2002
Bamboo represents a vast untapped major
resource of Mizoram State whose full ecological and economic
potentials remain underutilized; it needs to be recognized,
developed and promoted in a manner ensuring ecological security
for all round sustainable development of the State and well-
being of its people.
Bamboo is an essential component of
forest eco- system, which is a dominant feature of state's
landscape. Traditional living and lifestyle of Mizo society,
to a large extent, is dependent on bamboo for its variety
of uses and bamboo has much to offer by way of contributing
to socio-economic advancement of modern Mizo society. The
ecofriendly Bamboo crop has immense potential in improving
rural economy, industrial development and a sound economic
base for the state on sustained basis.
Bamboo-sector development is a high
priority thrust area of the State Government and Government
of India. Thus there is a need to promote bamboo development
for the benefit of rural sector.
The change over from traditional use
to a modern use tracking a high potential growth path in
an eco-friendly manner needs a clear vision, an appropriate
policy framework and a road map. Hence the necessity of
drafting a Bamboo Policy.
Information
Technology Policy
Information Technology (IT) is the
world's fastest growing economic activity. It is transforming
resource-based economies to knowledge-based economies. IT
has become the greatest agent of change and promises to
play this role even more dramatically in future. IT changes
every aspect of human life, apart from impacting changes
in the field of communications, trade, manufacturing, services,
culture, entertainment, education, research and national
security. IT breaks old barriers and is building new interconnections
in the emerging concept of a single global village. It has
also become one of the critical indicators of the progress
of nations, communities and individuals. The advent of IT
offers opportunities to overcome historical disabilities.
IT is a tool that will enable Mizoram to achieve the goal
of becoming a strong, prosperous and self-confident state.
IT promises to compress the time it would otherwise take
for Mizoram to advance rapidly in its march towards faster
development and in occupying a position as a progressive
and self-sufficient state.
Mizoram recognizes IT as the fastest
and the most advanced vehicle of change for all-round progress
and development of the State. In view of the potential of
IT, the State Government advocates widespread proliferation
of IT in the State and adopts the following policy supports
for promotion of IT in the fields of E-Governance, Empowerment
of the people and the society, Education, Industry, Health,
Rural Development, Agriculture, Tourism, IT for Masses,
and IT Enabled Services.
New
Industrial Policy 2000
The Industrial Policy of Mizoram
State was first notified on 15.3.89 with a view to give direction
to the strategies for industrial development of the State.
While announcing the said policy statement, the Govt. of Mizoram
took full cognizance of the Industrial Policy Resolutions
of the Govt. of India announced during 1948-1956 and the amendments
made thereof during 1973, 1977 and 1983. Policy resolutions
were taken on 1989 with a sense of commitment to the people
of Mizoram to improve the economy of the State and thereby
bring about higher quality of life arid happiness to the people
of Mizoram.
While
making the policy resolutions in 1989, the Govt. was fully
aware of the objectives of the Central Govt. in regards
to upgradation of technology, export promotion, balanced
growth, broad-basing entrepreneurial skill and to improvement
of technical skill for rapid growth of industries under
a fast changing industrial scenario of the country.
Road
Development Policy
Mizoram is an industrially backward
State with the vast majority of its people living below
the poverty line. The growth of population in the State
during the last one decade has been 29.18% as against the
national average of 21.34%, to a current population size
of 8.91 lakh. Given the States geographical area of
21,087 sq. kms, Mizoram has a population density of 42 per
sq. km, compared to the all-India average of 324 per sq.
km.
The State has good potential for economic
growth in the areas of agriculture, horticulture, tourism,
handicraft, etc. Universally, the development of infrastructure,
particularly transport infrastructure, is a key prerequisite
for economic development. However, in Mizoram, the lack
of adequate transport infrastructure has been the major
inhibiting factor on its economic growth and development.
