Investment Policies and Incentives
The Government of Delhi has been making
several policy announcements, from time to time, to set up
the right kind of business climate in the Union Territory
of Delhi. These policies are framed in such a way so as to
motivate investors to invest into the city. They include various
investment incentives and schemes, which provide the roadmap
for accelerating the industrial development in Delhi. They
aim to improve the quality of life of the people and thereby
contribute to the overall prosperity of the economy.
The most important being, the Information
Technology (IT) Policy , which has been formulated in
order to create an environment conducive for the growth and
development of IT sector and IT infrastructure. The policy
aims to unleash the enormous potential of the IT and spread
its benefits to the people of the city. The aspirations of
the IT policy is governed by 6 E's, namely electronic governance,
equality, education, employment, entrepreneurship and economy.
The objectives of the policy are to:-
- use e-governance as a tool and deliver a government that
is more proactive and responsive to its citizens;
- use the power of IT to achieve the objectives of eradicating
poverty, improving healthcare as well as empowering women
and economically weaker sections of the society;
- encourage the use of IT in schools, colleges and educational
institutions, so as to enable the students to improve their
skills, knowledge and job prospects;
- use IT for generating employment opportunities in the
city;
- facilitate localisation of software, so that benefits
of IT could percolate not only in English language, but
also in Hindi, Urdu, and Punjabi;
- unleash the Delhi incubation engine, promote entrepreneurship,
earn foreign exchange, and increase ITs contribution
to the economic growth of the city;
- use IT effectively in industries to make them competitive
and web-enabled;
- accelerate investment and growth in IT hardware, software,
internet, IT enabled services, telecom, e-commerce, etc.
- use IT for ushering world-class e-tourism in the city.
Another important policy is the Transport Policy , which
has been framed with a view to provide safe, eco-friendly,
cost-effective and efficient modes of transportation through
a well integrated multi-modal transport system. The policy
aims to make Delhi a well managed, clean and dynamic city
(that is, a model capital city), which is involved in serving
its citizens efficiently. The objectives of the policy are
to:-
- reduce traffic congestion on roads;
- improve air quality by lower levels of vehicular pollution;
- enhance road safety while improving amenities for commuters;
- augment mass transport by massive investments accompanied
by institutional improvements;
- provide adequate, accessible and affordable modes like
buses, mini-buses, electric trolley buses complemented by
a network of rail based mass rapid transit systems; etc.
