The initial spectrum
is being allotted to the mobile telecom services in
accordance with the relevant provisions of Unified Access
Service License (UASL), subject to availability of spectrum.
With growth of service and increased subscriber base,
additional spectrum is allotted subject to availability
as per eligibility criteria which is based on the no.
of active subscribers, peak traffic of the operators
network, demographic features of the service area. These
criteria are reviewed from time to time taking into
account relevant factors and technological developments.
The latest criteria were issued in January, 2008.
At present the service providers are
paying spectrum charges based on percentage/ share of
their Adjusted Gross Revenue (AGR). The spectrum charges
are reviewed from time to time, taking into account
various relevant aspects.

Minister of State for Communications and Information
Technology, Shri Jyotiraditya M. Scindia in a written
