Introduction 

Export Promotion Industrial Park, being developed on an area of 107 acres by Haryana State Industrial Development Corporation (HSIDC) in Kundli, falls in district Sonipat. This project has been earmarked for Export Oriented Units of all kinds, with special emphasis being given to Food Processing, Leather Garments & Accessories, Electronics, Telecommunications, Automotives, Auto Parts, Sports Goods, Handloom & Ready-made Garments Projects.  The area between Kundli and Sonipat town falls under a highly industrialized zone. Atlas Cycles, Hilton Rubber, Indo Asian Fusegear, ECE, Hindustan Everest Tools and Satnam Overseas are some of the premier units located in this district. Besides industrial growth, Sonipat also boasts of a rich agricultural base with quality rice and cash crops like vegetables being cultivated in plenty. Sonipat has taken the lead in growing export quality button mushrooms in a big way.  Sonipat mushrooms have made strong inroads in the competitive export market today. 

The EPIP site is an extension of the existing HSIDC industrial estate extending on its northern and eastern periphery. Adjacent to the Delhi-Haryana border on the National Highway linking Delhi to Ambala, the site is approachable by a network of roads and both the rail heads at Delhi and Sonipat are easily accessible, apart from the Indira Gandhi International Airport at Palam at a distance of only 50 kms. The existing industrial estate is well developed with approach roads, water supply, drainage etc. and all these facilities are being provided/extended to EPIP 

HSIDC has already brought Kundli on the industrial map of the country. With EPIP Kundli, the Corporation has now given this enterprising estate, its rightful place on the globe. The Rs. 30 crore Park shall be owned, managed and maintained by HSIDC. It is being financed through assistance from the Central Govt. to the extent of Rs. 10 crore and the balance from the State Govt./HSIDC. The project has been conceived by the Ministry of Commerce, Govt of India and as such, enjoys its full support at every level. 

Infrastructure Facilities

The infrastructural facilities like power, water, roads, sewerage, drainage and telecommunications of very high standards are being   provided to ensure that the units established in the Park are able  to function efficiently. A brief description of the infrastructure developed is as follows: 

Telecommunications 

The existing industrial estate is equipped with a C-DoT electronic exchange with a capacity of 1000 lines: This exchange, besides being directly connected to the main exchange at Sonipat is also linked up with the Delhi telecommunication system. The subscribers thus have the dual advantage of access to Delhi as well as the district of  Sonipat. 

The exchange is not fully loaded and the initial demand of EPIP could be easily met by laying /extension of cable network at a nominal cost. 

Water 

The requirement of water shall be met by installing tubewells of suitable capacity. As per existing norms, the requirement has been taken @ 4000 gallons/acre. The water quality is excellent with a  pH factor of 6.5 and load bearing capacity of land is 1.00 ton per sq. feet. 

Roads 

Provision of wide and all weather internal road network is essential for the activities of any industrial estate. To meet this requirement  of EPIP the total area so occupied by road is approximately 16% of  the area of EPIP The roads have been taken to be generally 40/60 ft. wide for easy access. 

Power 

The proposed EPIP shall be provided with 11KV/440 volts power supply. It is proposed to meet the requirement through an additional  33 KV sub station similar to the existing unit. The capacity of the present sub-station is being upgraded to 6.3 MVA which is energized from DESU. HSEB has plans for erecting two new 132 KV sub-stations. The sub-station at Rai, is being commissioned and the second is under implementation. The requirements for the proposed EPIP can be met by further upgrading the existing sub-station  suitably and laying a new distribution network. 

Facilities To Exporters 

To enhance the performance of exporters, the State Govt. has set up an Export Promotion Board under the chairmanship of the Chief Secretary. There is an Export Promotion Cell in the Directorate of Industries. The cell provides the basic knowledge of export procedures, guides the exporters in filling up of the forms and assists them in obtaining required exporter registration numbers etc. This cell also compiles information on trade enquiries and disseminates it to the various associations and prospective exporters. To further promote exports, the Government of India has set up a Container Freight Station at Babarpur in district Panipat and an ICD at Badarpur. A Satellite Freight City is also proposed to be set up by the International Airport Authority of  India in Haryana. 

Fruit And Vegetable Processing Complex 

A modern fruit and vegetable processing complex of International standards is being set up at Rai near the EPIP site by Haryana Agricultural Marketing Board. The complex offers over 1200 sites for shop-cum-flats with facilities for auctioning, grading and packaging. A string of cold storages and warehouses have been earmarked for facilitating exports. An exclusive centre for the exporters of fruits and vegetables along with facilities for clearing and export credit and an on-line information system about the International prices is also planned for this complex. 

Plot sizes: 450, 920, 1800, 3000, 4000, 6000 sq. mts. (available in multiples also). 

Rate: Rs. 1500/- per square metre. 

Payment Terms: 10% along with application, 15% within 30 days from the date of issue of Letter of Intent (LoI) and balance 75% within a period of 9 months from the date of issue of Lo1 in three equated instalments. 

Cost of application form along with Information Pack: RS. 1000/- 

Freehold Industrial Plots are available to industrial units who export not less than 33% of their total production in value terms. Applicants are requested to furnish a legal undertaking to the State Govt. to this effect in the following format :

Sir, 

That I/We seek to apply for allotment of an Industrial Plot at Export Promotion Industrial Park at Kundli, Distt. Sonipat (Haryana). 

That I/We undertake to export a minimum of 33% of our total turnover in value terms of project proposed to be set up by me/us in the event of allotment of the plot in our favour. 

That I/We shall submit our audited annual accounts to the HSIDC every year towards compliance of above condition. 

That in the event of our failure to keep the above commitment, the State Govt. and/or its agencies would be within its/their right to withdraw all concessions allowed to us and we are agreeable to abide by the same.
